Both are pretty and Katie looks like a nice girl, but I have to say Penelope Cruz, recently I started to like her. She looks gorgeous, really exotic, plus, as uchaboo said, the independence thing.

As in looks- Penelope has those "exotic" looks to her.
Katie is the cut "girl next door" look to her.
They both have a link to Tom but, unlike Penelope, Katie was sucked in to the whole Scientology thing. Really, Penelope seems to be a strong and independent woman while Katie seems to follow the lead to Tom as opposed to standing beside him.
