Well, you can always wear pants, but in the summer that gets hot. If your parents won't allow you to shave, try talking it over with them. Chances are, they will understand your embarassment and allow you to shave. If you just can't shave because of a medical reason, try something like Nair that just removes the hair without a razor.

Why can't you shaved? Are you afraid to cut yourself? Because if that's the reason then you don't have to worry, shaving legs is really easy, all you need is shaving cream and a razor (2 blades work just fine).
If you don't want to shave your legs (b/c if you shave, you'll have to do it once every 2 to 3 days) then you can wax (buy products at your local pharmacy) and be careful with hot wax (you can go for lukewarm or cold one). And it will last much longer.
If you are scared of the pain from waxing, you can buy depilatory creams or lotions from the pharmacy or Wal Mart (Nair is a brand for example) but you better test a small part of your skin before to see if it's too sensitive and if you're getting a rash due to harsh chemicals.
If you don't want to bother yourself with all the methods in the above and you have a big budget, go to your aesthetician for a laser epilation. After a few times, your hair will be permanently removed.

Is it that you're not old enough to shave yet? or you just don't want to, because if you're not old enough, you know what it doesn't matter what other people think and so what if your legs are hairy! if it's mainly guys who are making fun of you then hey they have hairy legs too! just know that it doesn't matter! and they need to grow up!

try buying nair or an electic shaver for womes legs they dont have a razor and they work good my mom bought me one before I was old enough to use a razor because i had hairy legs
