I use softscrub and a brush but theres got to be something that just melts it off.

Simple Green. Spray it on, spray it off with pressure sprayer at the car wash. Then get a JC Whitney catalog and order disc brake dust shields. They are inexpensive, come in colors to match/contrast your paint job, and save a lot of headaches. Just enter JC Whitney into your searchbar and request their free catalog. its one of the best in the business.

Use some undiluted simple green. Spray it on wait a minute or two then spray off with a strong stream of water, like from a pressure washer. Always works, you won't even get your hands dirty.

The best stuff is superclean by castrol its the purple stuff. you can get the same thing at kragen or checkers. great stuff and I will expect the 10 points for the best answer. great for cleaning tires too
