how do i enable the cheat menu on the game risk for ps2?

on risk for ps2 in the menu options it always says enable cheat menu how do i do it? also what settings do i need to have the game set at to get the parchment map, i have 26 career wins and i still dont have it

you must beat the game of RISK: Global Domination. Now it's time to have fun.

To enable the cheat mode, simply begin a game of Risk against any opponent.
You can play against another human opponent, but when you activate the cheat
mode, they too can use the cheat functions. Any human player who has not
received the Dominato Venti will not be able to activate the cheat mode.

Once the game has begun, territories have been chosen and reinforcements have
been placed, you are ready to cheat. During the attack phase of your turn,
you can activate the Cheat Mode by using the start button. Once you activate
the cheat mode, you will see a confirmation on the screen. At this point,
you can begin the festivities.

Note: you can only enable the cheat mode during the attack phase of your own
turn. This cannot be activated during another players turn, nor during either
the place reinforcements stage or the free move phase of your turn.
