Is it legal to sell tap water? I would like to do so in very small amounts (appx 15mL), not to drink but as a souvenir of New York City.

As long as you sell it for exactly wht it is, NYC tap water as a souvenir only & put on an admonition not to really drink it!

Depends on where you live, but the fact that it is tap water
makes it no difference than if you were trying to sell shoes.

Hmmmm... believe it or not.. many of the "Bottled Water" companies do JUST THAT!!!...
Some (or most) of them filter the water and make sure it is bottled under semi-sanitary conditions.

I recommend that you do it. It is illegal to do most everything these days, so don't worry about it.
