I doubt very much that it is your bios. You shouldn't have to tweak that at all.

Try a little trouble shooting.

Disconnect the IDE (gray) and the power cable from the old hard drive.
Set the jumper on the new HD to master.
Attach the IDE cable to the new HD. Make sure you use the connector at the end of the cable and not the one about 6 inches back from the end.
Connect the power cable.
Reboot the PC

Watch the start up routine and see if it recognizes the "C" drive.

If it does, there is nothing wrong with the new HD.

I had the same problem a while back. My resolution to the problem was to make sure that the jumpers on the primary HD (C) was set to master and the secondary HD (D) was set to slave. This resolved my issues. I couldn't get the PC to recognize the two drives any other way.

if your old hard drive is good make sure that it is set on master and the new one is set on slave and use the same IDE cable on both of them. If it doesnt pick up both hard drives you may have a problem with the cable or other major problems. If you need to get into your BIOS enter it when booting up computer. Must hit your del key to enter into BIOS. If you are replacing the old hard drive with the new one put in your recovery disk and then reboot so you are booting to the cd rom (dvd drive) and follow the instructions on screen

The BIOS path is usually accessed during the boot process. This usually entails pressing F2 or F8 during the boot process, but the procedure varies among manufacturers.

Depends on the bios maker. Usually when the computer first starts up you have to hit a certain key to get it into the bios. Here are some common keys to get into the bios:
DELETE
F1
F2
Insert
TAB
ESC

Try one of these (or hit a few one at a time quickly).
