AIDS is caused by a virus known as HIV. The HIV virus must enter the blood stream of a victim in order to infect him or her but the HIV virus, unlike some others, is very fragile. It lives only momentarily outside of the body at temperatures that are lower than body temperature. So the most common sexual transmission of HIV is via anal sex, since the intrusion into the anal cavity causes a lot of small blood vessels to rupture, and semen can enter there. But semen spilled on a leg or on external genitalia is not likely to be transmitted into the blood stream, unless there are open sores on those external parts. Further, if it has been on the leg or in a condom outside of the body for even a short time, it is not so likely to be active.
As for the genitals touching each other, again, there needs to be transmission into the blood stream. External contact is not an effective means of doing this.

No, Aids dies when it is exposed to the air after a few seconds. I used to clean a doctors office and never got aids from stuff and they had alot of patients that went there that had aids. You can't get it if it is on the outside of the body unless you have an open wound and it gets in there.
