help with scientific notation!!?

(3.98x10^9)/(8.33x10^9)

0.477791116x10^0. if 10 to the power of zero is 1. would the answer be 1? or 0.477791116 because you multiply 1 with it? or it affects the whole thing?

You are correct.
The 10^9 in numerator and denominator cancel each other, leaving 3.98 / 8.33.
Hence, your answer is correct.

the answer would be .47779 .... the 10^9 cancel each other out and you are left with 3.98 / 8.33
