Blocked addresses are email addresses from which you do not wish to receive mail.
All incoming mail from these addresses will be automatically disposed of, without bouncing back to the sender. If he/she does not receive any responses from you, he/she should get the picture in a short time.
When you remove an address from your Blocked Addresses list, you will once again be able to receive mail from that address.

Some email providers cause blocked emails to be returned to the sender.
That's NOT the case with Yahoo tho. Blocked email goes directly to your trash folder, and the sender has no way to know unless you tell them.
After a while, the person might assume that you've blocked them when you never answer, but they will never receive any sign or indication of it from Yahoo or their own provider.

He will only know if he goes to email you and his email comes back that the email address was not found.
- But you could always say that you deleted that email.
