First you start with your local planning dept. You need to know the Zoning... That will telll you many important things... Size of each lot. What the setbacks must be. Can you build multi family etc.

Then you need to consult a developer.. To choose plans etc..

He will have ideas on cost per sq. foot..

To do your research go to http://www.realestateformnm.com and click on the contact us button once there simply request your state's real estate research page and tell staff the name of the state and click send. Staff will send you all the links in your state relating to real estate research for free.
I agree with the other answerers that you should get a developer to assist you and not just a licensee. They are listed in your phone book or go talk to other people in your area that have developed similar properties.
