Who determines the starting salary in a non-profit organization?

Who is the best person to go to in a non-profit organization for salary negotiation? Does a department manager has any say in salary determination?

In my past expererience it has been set by a vote of the board of directors, based on a recommendation by the board president or chief director.

It is usually based on a market survey for the type of job. HR is who usually decides.
