The USA by a long shot. If we would only stop defending ourselves against terrorist and step down as a superpower the world would love us.
The Romans were never popular, nor were the British, they are less hated now that they are not in charge. Would you feel better if China was in charge?

From a planetary perspective, probably The US, unfortunately. Many of us don't realize that, because we don't travel outside The States, and are fed a bunch of pro-US propaganda, disguised as "news".
Good Question!
Additionally, The US supports Israel militarily, monetarily, and diplomatic lay. Given what an evil and unjust state Israel is, it reflects terribly on Uncle Sam, and creates a lot of well-deserved hatred of us. I believe an excellent/imperative 1st step toward helping our world image, is to kick The Jewish State off the pay-role.

I dare say that we are, the US. We're one of the youngest countries and one of the most powerful. We were built on rebellion, and continue to accept rebellions from other countries. I doubt that there's a country that isn't tired of us to some extent or another.
