Are you talking about window units, or central air? If you're talking about window units, whirlpool is the best. If you're talking about central air, trane is the best you can buy.

Unfortunately, there is very little avaible in they way of central air conditioning ratings. Most of what you find are window units. The quality/reliability of the system is very dependent on the installer - he (or she) has to know what he is doing, or there can be real problems that are not in the control of the manufacturer (drains not installed correctly, the air handler not sealed properly, the system getting too much refrigerant charge, the list goes on and on).

By the way, the minimum standard for SEER is now 13. You can buy lower SEER if the installer happens to have one, but I would imagine they are getting harder and harder to find.

check out the stuff yahoo has... they also have a link to try consumer reports free for 30 days. Use that and you can check out consumer reports online which has a section on air conditioners.
