Formats are reinstalls usually fix most problems. I am unable to understand the problem, your kinda cluttery with the intel there. Usually when windows starts and freezes while starting its caused by a driver being loaded at that time, and has a problem loading.

well you can run scanreg /fix or scanreg /restore also run scandisk and defrag. If you have the 98 or me cd available then run sfc /scannow this will repair any windows files that are corrupted also internet explorer if you go to add and remove programs and try to remove ie it has an option to reinstall all componets this should get your system up to par. It is always a possibility that you have virus or spyware redirectors. In this case go to google and search for "Stinger" its the one http://vil.nai.com/vil/stinger also there isn;t much available updated spyware removal software so go to registry and open the keys firs key is h_key local machine or local user choose software then choose microsoft then choose windows then choose run remove anything thats not wanted in startup. Delete temp files and internet temp files defrag your system and it will be like new. So you know i do this an a dayly basis at a movie studio i am 3rd level support analyst.

It is possible that you have a bad piece of hardware, like a memory stick.

BTW, WinME does just fine, then there is no real good reason to upgrade if you don't have to do so.
