On weekends there are 2 teen boys & 2 teen girls outside til 12am or 1am when the dad gets home from work.
I think they all need an adult, isn't that too young to be alone at night?

It's NOT a few hours. The kid is alone from 3:30pm until 1am and he smokes what if he was careless?!

Check out Tennessee.gov that should lead you to the state laws. I don't know if that activity is legal but the father is an irresponsible idiot! Teens should never have that kind of freedom, like you said now the boy smokes...at 15!!!

There are no direct laws, at 15 that is old enough to actualy baby sit other children. They should not be "outside" but to stay at home for a few hours till a parent gets home is normally considered ok.

If they are outside and there is a curfew, you could call the police. But if they are on his parent's property, that would not do any good.
Technically, it's likely illegal for them to smoke cigarettes (unless you can buy cigs at 15 in Tennessee) so you could call the cops on them for that. I doubt the responding officer would be very happy about it though.
If you're really that concerned, talk to the kid's father.
