No sane person would enter into this Conflict of Interest.

Not allowed. Someone cannot serve in two different branches of government at the same time, and cannot serve as a public officer at both the state and federal level at the same time.

This is forbidden by the "Hatch Act of 1939" Which covers Federal, State, and Local government official and employees. I don't know if this ever happened prior to 1939.
