He does not get the win. The pitcher who is currently pitching when the winning team takes the lead would earn the victory--even if it's the pitcher who blew the lead. Sometimes it's not fair, but those are the rules

No, he gets a no-decision. Whichever reliever was in as the pitcher when they took the lead for good wins.
