Shelters across the country open up to the homeless when temperatures fall below 32 degrees.

Most homeless people seek warmth at public shelters, churches, bus depots, train stations, subway cars, ventilation grating - any public place where they won't get disturbed or kicked out. I lived in NYC during the 80's and 90's and remember when you couldn't find a seat at either Grand Central Train Station, subway cars or the Port Authority Bus Station. A lot of that stopped as police made them get up. They could stay inside and sit but could not sleep on the chairs.

There are organizations that go around during cold spells and look for homeless folks who might be in peril of freezing and offer them somewhere to go. Nobody can force them to accept the offer, but still - some freeze to death.

Some don't survive. Many will go to in homeless shelters and churches. Some may have friends that will take them in.

If I were homeless and didn't have a place to go, my policy would be to rest during the day and keep moving in the cold of night. I would probably try to find a night shift job to keep me busy and warm.

Heaters haven't been around that long. Think about how all of your ancestors kept alive through worse winters than what we've seen, without central air and heat.

Plus, in urban areas, there are plenty of shelters, jails, 24 hour post offices, bus stops, etc. to keep a person warm if necessary. It would still suck, eh?

If your asking about homeless people. Well they do open more shelters in the colder weather. And also offer extra blankets to wrap up in. There is plenty of shelter space offered if the homeless would use it.

dumpsters, alleys, grates, homeless shelters....and the rest die because most countries are too concerned about what other countries are doing to worry about their own citizens.
