I have seven rabbits, and I can tell you that if you provide what they need, they will take it. Give her time to get used to the idea of a new level. You may want to pick her up and put her on the top, but *make sure* you are right next to her with your hand physically over her body until she figures out the ramp, as rabbit bones are delicate like bird bones and they break easily. Place her on the ramp facing upwards and see what she does. She will figure it out.
Also see if she has any signs of vision problems or arthritis or another condition that may make her nervous of going up the ramp. My Japanese x is blind and I don't think she'd react well to a two-story cage. Some bunnies have delicate hocks (back legs) and don't like to overdo it with moving around. My Californian is like that.

Quite easy, release a cat into the lower level ^^
No, on a serious note the best thing to do I found was to actually cover the ramp with grass and the entire top level, rabbit quickly wanted to be with the grass. Try leaving it a few nights.

I think she'll probably figure it out herself if given time. But youmight just leave a treat on the second level, this way it doesn't pressure her to try the ramp at that time, but if she does get to the second level she'll enjoy the treat and be looking for more there in the future.

Put a nice tasty cabbage stalk up there, and just leave her to it- rabbits arent as sily as you think; she will get there all by her furry little self!! If her hutch is small, get her a run with a meash floor; bunnies love them, and can get excercise and room to move about. How would you like to live in a house that you could only just turn around in???

Try putting her on the top level... she might go down the ramp easier than going up at first. She will get the hang of it on her own sooner or later, but try it anyway. Hope it helps!

well it seems like your rabbit is scared of heights and the reason i think this is the lack of wanting to go to a more comfortable higher level there wont be a way to get the rabbit to stay up there i would suggest taking it apart and trying to take the 2nd level off

i have many rabbits and i had the same prob with my flemish giant. I eventually just put her on the 2nd level and let her go down. It took alot of time but eventualy she got used to the top level and now she spends most of her time up there
