UPDATE: I missed the "on the set" part too. Sorry. I guess the short answer is similar to my original answer too -- "why not?".
I imagine that, because of the reasons below, she was comfortable going nude, and it seems illogical to go to extra effort to cover up something that will be part of a movie watched by millions. The crew was experienced and professional (the stories I've heard about DiCaprio's professional conduct notwithstanding ;) ), and as such, her nudity on the set did not present a professional or social problem.
----
She didn't go nude "for Leo". Kate (like any other dedicated actress) is an artist; she believes in her role in doing what it takes to bring the film to its potential.
In the case of Titanic, the "nude scene" (dubbed as such because people such as yourself seem to think that her nudity is more relevant and definitive than any other aspect of that scene) demonstrates their intimacy and love in the way that the sex scene in the cargo hold couldn't.
Without going any further into semantics (since I wasn't hugely enthralled by Titanic, and besides, the purpose behind that scene isn't really my point), that scene called for brief nudity from the lead actress. I assume that she was comfortable with her body, and wasn't worried that her nudity would limit her career. As long as that is true, and she agrees that her nudity will add to the scene being filmed, there is no reason for her not to "go nude".
IMO, nudity is only a taboo because we make it so; in some settings (i.e. the street or office), it is appropriate to cover up. In other situations (i.e. in private with friends or lovers), where there is no real physical need for clothing, it can be better to be partially or completely nude if everyone present is comfortable with that -- not necessarily for sexual purposes, but just to enjoy the trust and comfort that those people feel for one another.
However, it is usually still a bit weird to get naked just for the sake of it; it's more common that people will go nude for the sake of sex or art.
It sounds like you have some preconceptions about nudity and the way that you perceive women such as Kate Winslet because of the way that they approach their roles. You don't have to cite them here, but please think about the true reason that you asked this question. You ask "why" -- I ask "why not?".
Nonetheless, a good question... thanks :)

As someone else here so elequently put it "Why Not"?
As a recreational nudist I have no problem postulating as to why. When one is comfortable with ones body (flaws and all) and understands its true created magnificents, nudity is not an issue.
Everyone on the set had seen here nude, even if she wrapped herself head to toe like a mummy, she couldn't change the fact everyone saw her nude. Therefore, there was no reason not to be comfortable with being nude at any time. Actually, I am impressed that someone in hollywwod gets it, meaning that nudity should be a state of being, not a sexual motivator, even though in this movie she patially loses sight of that and uses her beautiful body to sell movie tickets as the directors and writers requested. (But then thats a different subject)

She also went nude in Holy Smoke with Harvey Keitel. It is a case of 'for the Director' not for the leading man.
Kate has a terrific womanly body that she feels comfortable with and this translates very well in her films. She has taken on many more grittier roles that other actresses won't touch - check her out in Heavenly Creatures romping around with another girl.
Go Kate - she is a much better actress, a lot gutsier and more down to earth than the latest string of anorexic hollywood flakes

She went nude because he usually only created pictures of women...naked. Plus, she wanted to go against all that she had known her whole life (i.e. family and fiance) and she was starting to fall in love with Leonardo DiCaprio's character.

probably to make the drawing scene play more naturally when they actually filmed it. Familiarity would help them get over the naked part and get right to the subtext of the scene.
Hey everybody she asked "on the set" not in the movie jeez read the question

It was a part in a movie. She probably went nude for the director / script writer. And all of us.

For art... if you watched it then you saw that. She went nude so that she could get her picture drawn.
