Tupac, of course. No other lyricist can bring what he brought to the table. He was talented, creative, and intellectual. I don't think many rappers read about 1400 war strategists/philosophers or even care as deeply as he did about the community. ("Letter to the President, Brenda's Got a Baby") They may try.. but they don't compare.
Is he dead or alive? Hmm.. controversy.

MosDef is pretty good, I hate to admit it but eminem can turn a phrase pretty well too, Busta can be inspired sometimes too.
