No, they don't have morphologically specialized fur there with bare skin surrounding it. ...if one might define "eye brow" that way. If, however, one just means fur above the eye in the brow area, then Yes, but there is fur on the "forehead" too.

Primates are unique in having bare spots on their faces, and so eyebrows are a special furry spot.

Why would they? Humans have eyebrows to keep sweat out of their eyes, and sheep don't sweat as far as I know.
