Because it works as an optical illusion in reverse. The mind is still convinced of movement even though the eyes are reporting no movement. The body still tries to compensate be adjusting the balance for the expected movement.
The best way to overcome this that I have found is to take the steps two at a time. The mind then gets the idea and tells the inner ear to go to hell as it is going to walk the body up there anyway.

I think it is because the lines on escalators that provide traction also give the appearance of motion. Also, because of the way the escalator moves, the upper steps just out over the lower ones and curve back down again.

Can't give you an answer for that, but I gotta say I understand exactly what you mean! I can't walk up them, I feel dizzy!
I think its some kind of sub-conscious thing... you're used to escalaters moving, so to walk up one feels very strange. I always find that when I step off it at the end I do the normal thing I do when I get off a moving escalater, i.e. expecting to step onto solid ground so I do that little quick step to keep balance.. except I only end up losing my balance instead. It's the brain playing tricks on you

I know what you mean. I think the angle of an escalator and the depth of the risers is different to a static stairs and this can give a disconcerting feeling.

Because maybe your mind is almost waiting for the escalator to suddenly begin moving again at any moment?

yes, it is disconcerting! I too wonder why . . . .
odd riser height
Plus
Your mind expects it to move
I dont' know, but it's something that really resonates with me. Static escalators are completely strange to walk up or down on!

I think its because your so used to them moving you worry it is going to crank up and start going again, I hate escalators, especially coming down them I am always terrified of falling.

I'll tell you what is even more discombobulating...Walking along on one of those moving sidewalks at the airport and looking over to the side and seeing how fast you appear to be going. It makes me ever so dizzy!
