I know this is not an answer that you were looking for, but I was in New Orleans right after Katrina, and I met and intimately got to know a lot of the people from there.
Under most circumstances, I am up for a round of Bush bashing as much as the next guy, but in this case, Bush went on National TV two days before Katrina hit, and he told the citizens of New orleans to evacuate. The blame lies with Mayor Nagin and the Governor of Louisiana, who did nothing but set aside a few places where refugees could go.
I was helping with the recovery effort, and I talked to alot of people there. Some of them got FEMA checks, and then bought cars with the money. Or they bought rims or various car accessories like in-dash tv's. These are people that lived in Lafayette Louisiana, and whose houses were in perfect condition. They were working for my company as temps, and in most cases, they were getting paid as much as I was (about 1000 a week).
Some of the evacuees went to places like Utah, or elsewhere in the country. When they got there, it was a major case of culture shock. In Louisiana, there is an atmosphere of "just sit back, and let life happen". Elsewhere in the country, people work for a living, and to get what they want. In Louisiana, there are alot of government subsidy programs in place that would make almost anyone want to sit back and let the government take care of them, and that's exactly what many of them did. When they got to Texas or wherever else they went, they went looking for a state program that would let them live for free, and it didn't exist. I'm sorry, but there IS a cultural barrier in Louisiana. I have been all over the country doing disaster recovery, and I have never had so much trouble getting someone to work as I did in New Orleans.

Nobody is blaming the victims. What they are saying is, ENOUGH already! The victims were the homeowners. Those are the ones I feel for. They have to deal with Insurance Companies, but if they've been paid off then by goodness they need to move on. If they were renters, they are actually pretty lucky. Collect on your renters insurance and move on. Most have settled in nice cities that have jobs. They can't be expected to ride the welfare gravy train forever.

I could understand if it was a tornado or even possibly an earth quake but a hurricane, you have days to get away from it. If the news person comes on the air and tells you that in a day in a half a terrible storm will hit your town and has a very good chance of killing you. Are you telling me that your gonna blow them - say ah heck it won't be that bad. think about it

What examples are you talking about? You mean because they didn't leave their homes even though they were warned? I think you're right, we cannot blame the victims at this point. Even if they had evacuated, their homes would have still been destroyed. But, I think people are pushing the envelope when they claim that white people intentionally destroyed the levees. Everyone is mad at this situation for one reason or another.

i do feel sorry for the people who lost their houses and everything they worked for if that's what you mean. However the ones who were stranded there were given plenty of opportunities to get out yet they chose to stay behind. I can see them being upset at their insurance companies but they need to stop blaming the Federal government. Blame the mayor failure started there and now he wants to build a Trump Towers with ultra high-end apartments.

I think we are divided by more than just class, we find to many excuses to do things, one side flips the race card, and the other side haults any and all forms of help to anyone.
we need to punish those responsible for the most damige, IE the government of new orleans
