Im trying to renew my ip address but how do i know if i can actually do it? I have cable internet.

If you don't know, you have a dynamic one. They charge a premium for a static one and you would have had to ask for it. That said, it probably won't change all that often. My DSL changes about once a month. It is pretty much when the phone or cable company needs to reboot their router that it changes.
I good work around if you need to find your computer is to get a dyndns.org free account. You download a small client that checks your IP and updates a URL when it changes. Then you use the URL in place of the IP and it can find you.

Well, you can go to a webpage like www.whatismyip.com
The webpage displays your computer's IP address. If it remains the same at multiple times then it is static and if it doesn't then it is dynamic.
I use it to check to see if my anonymizer is working properly to hide my ip address.

Static I.P. addresses are the same each time you connect, Dynamic I.P. addresses may change each time you connect to the network
