In America, what makes a so-called "red" State red (GOP) and a "blue" State blue (Democratic)? Is it the way the State voted in the most recent Prexy election? Is it the composition of Congress? Is it the party of the Governor?

i think they are so named by the media to define the general political persuasions of the people in that state. and yes, the voting in the most recent election is taken into consideration as well as their representation in the congress. i think you were on the right track.

It is none of the things you've described. There is a pretty clear correlation between intelligence and blue-state-ness. According to the below link, both on the basis of state educational ranking and average IQ by state, smarter states tended to go for Kerry and dumber states tended to go for Bush.
