i'm now 46, I just found out my testicles had those sagging skins. Can I cut them off by using finger clipper?

Are you talking about skin tags. Not recommended that you remove them yourself as they could bleed. Doctor can though. Life is good, huh?

Unusual question. First, the area you are speaking of is warm and moist, a breeding ground for bacteria. Any procedure, self inflicted, causing breaks in the natural skin barrier would be highly prone to infection. You should be examined by you physician to see what steps, if any need to be taken and evaluate your next step from there.

I wouldn't recommend cutting anyhting off yourself. And to answer your question everything "sags" when you get older. And you get more skin tags too. Getting older is not fun in some ways.
