Where can you get the EON ticket in POkemon Sapphire?

I want to capture Latios but i don't know where the southern island is and how you can get the Eon ticket.

well, you don't need the eon ticket to catch latios in sapphire

latios, after you beat the elite four, will be in a random battle in grass ANYWHERE on the world map.

now, latias, that's a different story. she's only available on sapphire with a ticket. to get one of these tickets, you need to either cheat/destroy your game apart with a gameshark or action replay, or you can attend a nintendo event.
