Where can you find the Southern Island in Pokemon Sapphire?

I want to capture Latios but where can you find the southern island. it doesn't show on the map. i need directions or tips.

the tickets the guy was talking about are not normally obtainable within the game.

if you ask ME, i think they should be available IN-GAME when you complete difficult tasks/puzzles, but unfortunately, nintendo people need to upload the tickets to your game
