Either lightly sand it first, or use kilz ,or a liquid sander.

Set any nail heads and cover with putty. Lightly sand the panelling, especially if there is a varnish or similar finish.
Then clean it well first to remove all dust, dirt, grease etc. Use TSP, a few drops of detergent and warm water. Rinse thoroughly and change your rinse water several times.
Use a primer that is compatible with your final paint - I would even use the one sold by your paint mfr. You can have it lightly tinted to approximate your final color scheme to help improve coverage.
Then go for it.
Preparation is 90% of the job. The other half is painting.
(I'm sure Yogi Bera would have said it had he been a painter.)

We painted a paneled wall in our farmhouse. We primed it first and then painted it with the color. It's been 7 years and they still look great.
