Your question doesn't seem to have anything to do with your Additional Details.
First, most of the time what you've got on your desktop are shortcuts, not actual files. Click on it once and press the Delete key, and it will be in your Recycle Bin and you can get it back if you made a mistake. The REAL Notepad program is a file called 'notepad.exe' that resides in your Windows folder, so you'll not likely be deleting it by accident.
Second as to blogs and blogging, the word is actually short for web log, and it's the electronic form of a diary, only it's public, not private. Here are a few sites where you can start your own blog for free, in order of preference. Sign up at one of these and start writing, and you've got your own blog...

A blog is somewhat like a diary you can write anything in it but be careful because other people could read it. You can post them on websites and other things.

a blog is just a personal website, or it can be a company website. a blog is just something that you can write your own thoughts and feelings on. like myspace is a blog, and so is xanga, and other things like that. also like yahoo and msn things like that. they're all blogs. hope this helps

Right-click on one of the icons for Notepad.
If it says it is a shortcut, delete it.
