Very few, but probabily understandable if you talk to them in the way the question is written (maybe it was just irony on your part...)

Well, most of them speak English, but, as for how many understand? Hm, much lower number there.. after all, most of them live in India, and pakistan where English is not the primary language.
Oh, and they are right, your English grammar could stand some improvement.

I have gone from a full head of black hair to grey hair, to bald trying to get help from Call Centres. I can't understand them, I haven't a clue if they can understand me because they never know the first thing about what I am talking about anyway.. even if they could understand me.
PS I can just hear it now, in my "mind's ear"..."Will you be holding online?"...I think that was supposed to mean "Can I put you on hold for a moment?"....lol
Progress eh?...who needs it!?
Ps Ps. The last time I rang one, they first of all, asked me for my email address. Well.. the day went by, the sun went down, the sun rose again & we still hadn't progressed beyond the point of their inability to grasp what my email address was.

In USA almost all our operators are from the Dominican Republic!! They can barely understand English let alone speak it. But, the labor is cheap, and that is what we get.

None have ever spoken to me in a foreign language so although many have accents i presume they all understand English.
