My answer is Yes, Americans OVER plan. I Can't speak for the Japanese, but I can say they get more done. Could be they have more balls and are motivated where Americans are to careful and procedure hindered.
Just an opinion, not backed with anything.

I am american and I do not know much about the japanese. I would say they we tend to plan things too much here instead of doing it! For example, my boss at work tells us..ok you do this, you do that, he does this, etc. instead of just doing the work as we were before she approached us.
