What do I need to do to maintain the tank?

More is alway better. You can find any number of tanks with built in filters in the 2.5 to 5 gallon range. A filter is nice as you can limit cleaning to a quick gravel vacuum which removes gunk from the gravel and 10% of the tank water. In 5 gallon tank without over feeding you can strech this to 2 weeks.

Betta fish prefer small tanks, 5 gallon should be fine. In the wild, they live in shallow water and 'puddle jump.' They're very powerful jumpers, so make sure you keep a lid on the tank at all times.

More than enogh. I find if you set up the tank with filter and air and light it stays clean better and the fish lives longer.
Also they really like to have a live plant in the tank, one they can swim in and hide or hang out.

Five gallons is a good size for a betta. It isnt cruel at all, and I congratulate you for caring enough to take such good care of your betta.

More than enough...rough rule of thumb 1 gallon for each inch of fish.
We had a beta in a clear vase with aquatic plants inside for a long time.
Change the water every 2-3 weeks..don't over feed (most common cause of death in fish.
Remove the chlorine from the water, either chemically or by letting the water stand overnight before using it

God bless you!! It is so upsetting
to see those totally ignorant people
putting a fish in a cup less than
full of water!!! My only hope is
that somebody will tape them
up in a phone booth so they
can see how it feels!!!!
