I thought they were going to build new towers on the same site, but only smaller. So far no towers are there yet.

Manhattan has a certain amount of office space. How much of it is in use at any one time is based on how well the economy is doing, rent levels, etc.

When the towers went down, the amount of available office space went down, obviously, and no pun intended. But as a percentage of the total available office space in NYC, the drop was not huge.

The economy did slow down some, so the demand lessened. (Indeed, many of the companies that were there have shrunk or gone out of business.) Many companies, at least initially didn't want to be in tall bldgs like that. Many companies relocated out of the city, or at least out of Manhattan. Many of the employees (like many from my company, which used to have an office in one of the towers) started working from home - telecommuting.

The new towers will not come close to replacing the square footage lost, but that's OK, all that work is getting done somewhere else.

There might be new towers in the complex, but the actual site will be a monument, not office towers.

Some of the companies that were only based at the WTC were destroyed outright and are out of business. Many others found new office space and moved the work functions to those.

The work is probably carried out in other buildings in New York City and around New Jersey. There has been a lot of discussion about what will replace the World Trade Center, but am not sure anything has been finalized.

You know, that is a great question. I heard the new workers that took over those positions are in some temporary buildings outside of the firms that exist? Anyone correct me if I am wrong-- Great Question though.
I wonder how many of us have actually thought about that.
As far as new ones being built, were they going to build them elsewhere in NY and save the spot of ground zero as a memorial?

The workers died when the towers fell so then there is no work. I am sure that the survivors have found work else where. The new towers are still in the planning stages.

First carry a second of silence for the Veterans of the country that died for us in conflict... that's largely a thanks to expose appreciate... Then how about an leisure park, carnival, or a honest?!
