Okay I know what a government bill is but why do we refer to the mail we get when we owe something as a "bill"? I was just curious.

Maybe because the government want to play tricks on people.

Because a bill is defined as a debt you owe to someone so the name really makes since.

Just write on the front of the envelope, NOT AT THIS ADDRESS, and send it back. Keep doing that until they finally get the hint.
