First check the battery for proper voltage. It must be 11.5 or higher.
When will people learn that all the other things, lights, radio, ect need 12v yes but not more then 2 amps to run them. It takes a lot of voltage to turn a starter.
If the voltage is up there, Get a voltage meter and follow the + wire from the battery to the starter and check the voltage at the starter it to should be 11.5 if it is you have a bad starter. If not the cable from the batter is bad or the battery needs recharging.
Hope this helps

try tapping on the solenoid switch on the starter ,,i think it may be stuck on it,,i own a repair shop,,and run across this problem a lot,,gm vehicles have a tendency to do this,,if it continues to do it,, you may have to replace the starter on it,,id replace the whole thing,,because on a vette the heat gets to the starter pretty bad,,unless you have a good heat shield on it,,,that's about all it could be,because everyone knows corvettes don't have starter relays on them,,,good luck with it,,i hope this help,s.

'84 Vettes were horrors as far as electronics and related systems. Anti-theft system could have gone nuts, possible wiring problems from ignition switch to stater, etc., etc.
You have my sympathies.
