Yes. Not me personally, but it is possible to become infected with an STD if you have any open cuts on your buttons and legs and sit down in someone else's bodily fluids.

When you're out and about, and you use a public restroom, you expose yourself to infinite chances of danger. This is why it is your responsibility to know your restroom, plan ahead, and take action. Even if you're in there for only 5 minutes, you've got to protect yourself! And I will show you how.

I just read it and it is suppose to be funny, but common sense can solve the problem for you. You can catch things in there are be mugged. It is probably best to have a friend go with you and keep a mental record of the good ones. Report unclean restrooms to the management and if things don't improve go elsewhere.
If push come to shove, use a paper towel and soap to wash and dry the toilet seat. If the restroom is not clean in a restaurant or there is no soap and towels, tell the management and don't eat there.
