I say "c". Howard would want to cause more trouble if he could and seeing as Elizabeth was the reason he was put in jail, I say he wants revenge.

Howard will serve time for assault and sexual harassment, and will be raped in prison. Upon release, he will start stalking Lawrence instead of Elizabeth.

I think (a) since the strip tries to deal with a lot of human interest issues and, hopefully, this will go the way of Elizabeth so it will teach others not to be afraid to come forward. And, she wasn't raped...
