He sounds extra like daffy duck than Donald duck. He would desire to even bypass for Sylvester the cat. perhaps he can pass into sketch voicing after he gets kicked out of political workplace. there are a number of others obtainable that sound like him, i think of it`s a genetic difficulty they have with their voices.

because thats his trademark. he is an old character and everyone remembers him talking like that. it would be weird to just change it suddenly. also, it makes him different. if all the characters talked the same way it would be boring.
