My first guess is that they are scale insects, probably tea scale, a noted pest of Camellia. If you take a few of the infected leaves to a garden center and someone there can take a look and perhaps confirm my guess. Alternatively you can contact your county co-operative extension agent.

Your camellias are infested with pests. You need to get some special spray as soon as possible. Go to a reputable supply store and ask them what you need. They should be able to sell you the right solution. You can also contact your state/county agricultural service. That's part of their job - to help you with this type problem

When the weather turns cooler (under 75*) use a spray of horticultural oil on the whole plant, especially underneath the leaves & on the stems. This will suffocate the bugs.

without looking at it & going by your description, this is probably red or european spider mite.Spray with a systemic insecticide such as carbaryle, repeated aplication is need.
