I think homeworkhelper is just trying to get more points. I don't even get what he said and I am about to graduate.

Let's see if I can put what he said in your terms

You can't have technological solutions to things that are outside the natural constraints, meaning what we know of. Though you may have a limit on how far technology can go, now, as our technology grows, the solutions we can come up with also grow. Science can't answer all questions until we get the technology to understand the answers.

I hope this helps you, really. It took me about fifteen minutes to figure out what this meant, and this come from my head. I couldn't make any sense out of the other entry at all.

Hmm - for the first one, I suppose it's saying that there are still some mysteries out there that science cannot explain - so called 'paranormal' activity for example. For the second one, I would guess it's saying that you might think of a fantastic idea to solve the world's problems - like a Star Trek type replicator - but the natural law that states 'no matter can be created or destroyed' says that this is impossible.
