I have taught with foreign-born teachers. Some of them were from the Philipines and had taught there for many years. Others had full citizenship and entered a program similar to mine.

In New York, you take two tests, the LAST (language arts ... test) and CST (content specialty test.) Then you can apply for temporary certification. Finally you can teach.

Before 2 years are up, you'd need to pass the ATS-W, another exam that shows that you understand the most minimal amount of pedogagy.

The last two paragraphs are just for New York, and even there the qualifications necessary change. There's always a need for good math teachers worldwide as well as special education in the US, so best of luck finding a good program!

Since you have a BA in Maths, all you really need now is to acquire certification in teaching students with special needs. ( if this is want you meant by special education teacher). If you meant you want to specialize further in maths, then go for a MA. The time will depend on what special needs certification you want.

This probably isn't a good question to ask Yahoo! Answers because it's about a career. Consult a professional who a) already has this job or b) has a lot of experience with these types of things.
