where does tj maxx get their stuff?

my friend had an american eagle polo that she bought there for 10 bucks... where does tj maxx get this stuff for cheap? do they buy clothes from people?

Some of it is overstock, some is slightly imperfect, some are overproduced, its stuff factories cant sell for one reason or another.

They buy surpus things that do not sell at other stores.
