I'm talking about using a computer to create facial images that look like people. But they
aren't faces of real people that have lived. Only computer generated facial images of people. Can this be done? And what is the process called.

You mean using a computer to make a real looking 3D image of a person? You're probably talking about computer rendering. You can use a program like Maya or POV-Ray to create renders of people, and you don't have to use a real person. This takes a lot of work to do. It won't be easy.
