Is what you are wanting to do is send someone a video clip of yourself, or have a real time video chat? If you want to have a real time chat, you want to use something like one of the messenger services not email.

If you are wanting to send a video clip of yourself, you could use Windows Movie Maker (if you have it, XP comes with it) to record a movie of yourself, which will include audio. Then attach the video clip to the email you want to send. However, double check the size of the video before you try sending it, videos create very large files.

Any multimedia file(be it still pictures, video, sound bytes or whatnot) can either be referenced or attached to email.

If the file(s) were to be attached, email clients would normally use Multipurpose Internet Mail Extensions (MIME) formatting. Simply put, it encodes your attached files into a prescribed text-based representation and wraps it in tags before appending it to the body of your email.

Another way is to put the actual file in a web-accessible location and putting the Uniform Resource Locator (URL) on the body of the email so that the recipient may fetch it.

Taking the MIME route delivers the content to the recipient even before the recipient decides to read his email. The URL gives him the option to download the file or just ignore it.
