When he does it, just distract him. Grab a toy and wave it in front of him, or give him an allowed snack, or set him in front of his favourite movie or tv show. But don't punish him! Punishing him will give him the idea that he's done something horrible.

My best friends little girl "rocks".. She lays on the floor belly down and rocks from side to side. They realize it feels good, but don't know why. They are curious little people!! DON'T EVEN WORRY ABOUT IT!!! You should tell his parents so that they know what is happening if it arises again. Tell him "No" sternly and take him off your leg. He probably doesn't even understand yet what masturbation means and if you make a big deal of it, then he will do it and do it and do it until told otherwise. Distract him with another toy, food, or play something else but don't let him think your mad.

A child of that age isn't able to comprehend the concept of masturbation. Don't take it personally. You will also find that toddlers, especially boys, will run around pulling on themselves if they get the chance, but not so much for how it feels as for the fact that they're fascinated with their appendages.

Children are curious, I watch children whose parents take bible classes. When I turned to take care of one child I viewed another doing something very similar. When her parents came to get her, I didn't say a word. I just left it alone and as of today, she doesn't do it any more. (The only thing I did was discourage the act,took away the teddy bear and left her to cry).

my niece does that too. we are sexual beings from birth, and when little ones discover it feels good to touch themselves there, they are going to do it! they don't know they shouldn't do it in front of others though, and since you are not going to get him to stop now that he's found this new "sensation", at least try to get him to understand he can't do it around people.
