Doesnt really mean anything, its just a popular spot for a tattoo because you can hide it and show it off easy. Since women like to wear low rise jeans and shorter shirts, once they lean over to talk to a friend it shows.

I believe it turns them on. The nerve endings for women are clustered in the lower back region.
There may be a saying regarding underwear as well, but I could care less for that reason.
