Well Gems, if you you meant precious and semi precious stones then you have to restrict your search to specific stones first. The reason being like all minerals these stones are aslo part of specific rock types but occur rarely. This means that even if you have a rock which is a host of a particular kind of precious or semi precious stone, your chances of finding it is rare.

These stones are in demand for following reasons:
rarity
beauty
hardness
transparency
colour
price
etc.

say if you want to search diamonds, you have to searh for Kimberlite, lamproite etc. the two chief rock types that are known to be the host for diamonds. Also weathering may remove the rock and relatively enrich the soil or gravel in diamnods. Similarly another rock which has clastic material from kimberlite, lamprote etc. can also be the source of diamonds (diamandiferous conglomerate). Rember chances of finding of diamond is rare as a result large volume of these rocks are mined to extract diamonds. One can always pan the sediments eroded and accumulated by streams drining the areas where these rocks are found. Even the Talus/scree material c is a good place to hunt for it.

Same is for Ruby, Sapphire, Topaz which are relatively more rare than Garnet, varieties of felspar (moonstone etc.), quartz hence costly, you have to know the rock types that host these minerals.
Rember, the rarity increase the price and the stones becomes sought after commodity.

For these minerals the best rocks are high grade metamorphic rocks, pegmatites, skarns etc and their weahtered products or rocks derived from them.

Gems are the finished or valu added products made from these stones for which these stone sare cut and polished by experts to enhance their brillance or fire etc.
