There are plastic owls that can be hung around to keep them away for a while. Also, plastic snakes will do the same thing. The pigeons will get use to them and will come back unless they the owls or snakes move.

There is food somewhere nearby. Maybe someone feeds them. Pigeons have adapted well to city living and are impossible to get rid of unless you can control the food source, and screen-in the off limit areas completely.

light a couple firecrackers two in morning (early)4:00am ish
and then again two more in the early evening 5:00pm ish
that routine may need to go on for two days to four days. however Ive seen birds relocate after just one lil firecracker going off by their nests.

Can you install those spikes they use on commercial buildings? Maybe they come in CLEAR so it' won't destroy the look of balcony?
